The new law enforcement trend is not good. The end of 2010 presented a deadly trend for law enforcement officers and it seems that 2011 is on the way to being even more dangerous. Read this astounding article and take a pledge to be safe, be aware of your surroundings and back up your fellow officers at all times. CAWP's extends heartfelt condolences to all the families, friends and police departments affected by these criminals.

Get well wishes to Hartford Police Officer Nazario Figueroa who was injured in the line of duty.

Congrats to Neil Dryfe former Assistant Chief of the Hartford Police Department in his appointment to Chief of the Cheshire Police Department.

FBI Agent and CAWP scholarship Head Judy Eidi is recovering from Gall bladder surgery. Let's all keep Judy in our thoughts and prayers for a speedy recovery.

Please keep Alex Allen, 13 year old son of retired police officer Rob Allen and current UCONN police officer in your thoughts and prayers. He suffered a seizure while playing basketball and stopped breathing. CPR had to be performed by his mother at the time it happened. He was rushed to the hospital and is expected to be released from CCMC soon.

West Hartford Officer Jim McKeown fell and broke his leg and is home recovering. He is expected to be out of work for several weeks.

Congratulations to CAWP Member, Hartford Police Detective Omayra Martinez-Baidy who was elected the President of the Hartford Police Hispanic Officer's Association.

A congratulary plaque and flowers were presented to Lietenant Regina Rush Kittle of the State Police on her return to duty after her military service in Afghanistan.


Spotlight on CAWP Member Ruth Garby Torres: A Woman of the Future

Lt. Regina Rush-Kittle in AfghanistanIf you do not know Ruth Garby Torres, you should. This woman is a stellar example of authentic flair and remarkable achievements. Ruth has been a CAWP since 1991 and has served in many different capacities, including the Executive Board as Treasurer. She was a lifelong Connecticut resident until recently when she moved to Cambridge and she is absolutely, loving it! As a young teenager, she was elected to Schaghticoke Tribal Council which is an honor that no other teenager has received.

This former West Haven Police officer is also 2008 graduate of Charter Oak State College.

Ruth moved her law enforcement career to the Connecticut State Police where she held many different assignments including: Computer Crimes Unit, Central Criminal Intelligence Unit, and the Gang Unit. TFC Ruth Garby Torres retired a 21 year veteran, from Governor’s Security Unit detail. She believed in the importance of promoting and mentoring other officers and was a member of the Troop F, CSP mentoring program for academy recruits. Ruth remained active in the CT State Police Union for many years during her career holding positions on the executive committee, peer support program committee, steering committee, diversity committee, and the finance committee.

Presently, Ruth is a full-time graduate student at the Harvard Kennedy School in the Masters in Public Administration program. She was also accepted to a program for women whom are interested in running for public office called “From Harvard Square to the Oval Office”. Ruth is very active in the HKS community and has volunteered on elections committee for HKS student government, participated in workshops on conflict resolution, seminars on mediation & conflict management and is serving on the advisory board of Yale’s Native American Cultural Center. In the midst of all her work, Ruth makes time to attend classes on campus. Her courses include Market & Market Failures; Statistics for Public Policymakers; Sparking Social Change; Operations Management; Interest Group Activism and Representation; Nation Building-American Indians in the 21st Century; Intro to Negotiations; and Moral Leadership and Effective Implementation.

Today, Ruth is very clear about her goal to continue her career path in service to the American Indian tribe and community. She is particularly interested in developing culturally appropriate dispute resolutions and service to American Indian communities. Most impressive, is that Ruth is driven to be elected to office in tribal, local or state government. Ruth is temporarily living in Cambridge with husband Rafael and Maxine their dog which they rescued from Puerto Rico. She is actively writing a chapter for an edited volume on American Indian recognition issues and serving on the planning committee for 2012 Native American and Indigenous Studies Association conference to be hosted by several New England universities.

It is simply amazing that Ruth has done so many things in her life and still aspires to do more. It is hard to believe that she still finds time to advise and remain a part of CAWP. Ruth, it is an honor to call you a life member of this organization and a privilege to know you. Now, the rest of our membership will know what a true inspiration lies beneath those authentic pieces of jewelry you wear.

Self-Defense Seminar

 

 

On November 29th CT the Connecticut Association of Women Police hosted a free four-hour self-defense seminar for female law enforcement officers. In attendance were officers from Hartford, Manchester, Waterbury, the State Police, Milford, West Hartford, and Federal Probation. This seminar was conducted by retired Wethersfield officer Lieutenant Kevin Dillon who was assisted by Manchester Officer Claire Hearn. The class was held at the Bushido Jiu-Jitsu Academy in Manchester, CT. The Academy is owned and run by Detective Robert Magao of the West Hartford Police Department

As an instructor of “SWAT” and police fighting tactics since 1988, Lieutenant Dillon developed and teaches his L.O.C.K.U.P. ® Police Combat System. L.O.C.K.U.P.® an acronym for “Law Officers Combat Kinetics, Unarmed Panoply,’ is a comprehensive fighting approach, based on gross motor skill concepts, that actually reduces injuries to citizens and police officers. L.O.C.K.U.P. ® teaches empty-hand maneuvers (Defensive Tactics) that can be deployed effectively during violent physical encounters and adapts the fighting maneuvers to the officer's physical and physiological changes to maximize effectiveness. Lieutenant Dillon educates officers about the instinctual physiological and physical responses of the human nervous systems during combat. The system is consistent with and based upon the legal guidelines governing police use-of-force, appropriate as a system for officers regardless of physical attributes, and the system can be retained and deployed with minimal continuation training. lLieutenant Dillon is also a State of Connecticut “Certified Law Enforcement Instructor” of various firearms systems, impact weapons and less-lethal control devices. He is also a certified instructor in Leadership and Supervision. Lieutenant Dillon believes that combat fighting tactics must be customized to fit the police officer on the street.

Feature your work on TV!

Murder She Solved programCAWP has been asked to request that its members participate in an investigative television show if they fit the criteria. A female investigator (homicide detective, crime scene investigator or criminal analyst) must play a significant role in the case.

The show will document the investigation through in-depth interviews with the key female investigator along with the other primary investigative team members, the prosecution and the victim's family or friends. The series relies on archival footage and photos along with impressionistic visuals that create tension and suspense rather than literal "re-enactments" of characters and dialogue.
